Softshell or waterproof
A softshell is stretchy, breathable and windproof; it is water-resistant, meaning it handles light rain but not prolonged downpours. It is the jacket built for movement.
A waterproof jacket with a membrane keeps the rain out completely but breathes less: it is the layer to reach for when rain is guaranteed. The two work together: softshell during effort, waterproof on top when needed.
